The Central Goldfields Shire Council adopted a number of updated policies at its recent meeting around the sale and disposal of council land, property leasing and governance.

Under section 60 of the Local Government Act 2020, council is required to develop and keep in force a series of governance rules relating to council meetings, mayoral elections and public submissions, among others.

During the October council meeting, a reviewed and updated version of these governance rules was adopted, including the removal of the ability to decide the mayoral election by lot, inclusion of a formal mechanism for public submissions to be presented at council meetings and formalising the order of business at each council meeting.

Council also adopted its Property Leasing and Licensing Policy 2023, formerly the Property Occupancy Policy.

Among the changes in the policy is the name of the document itself, which according to council is to more clearly ensure its consistent application, with the document also now addressing legal obligations in managing residential tenancies and principles for the classification of different users are now included in the policy, while fee calculations are separate to allow council to respond to regulatory or market changes.

At last month’s meeting, council also adopted its Disposal or Sale of Council Assets and Land Policy — 2023 review, a document which explains council’s position on the approach to disposal or sale of assets and land under the Local Government Act 2020.

According to the report tabled at that meeting, the revised policy will mitigate the risk of inappropriate, inconsistent and unfair sale of disposition of council owned and managed assets while providing opportunities to assess revenue and potential capitalisation.
