Clunes facilities revisited
Hepburn Shire Council decide not to consolidate sport and recreation provision at undeveloped Clunes site.
At its meeting this week, after careful consideration, the Hepburn Shire Council resolved not to proceed with the consolidation of sport and recreation provision to a new undeveloped site within Clunes.
At a meeting in 2023, upon considering a draft masterplan of the current site, council amended the project scope to include the formation of a Project Advisory Group (PAG) to investigate the consolidation of recreation functions (football, netball, cricket, bowls) by relocating to a greenfield, or ‘undeveloped’ site.
After a site assessment and the creation of a concept masterplan, the projected cost for a new greenfield facility was projected to be over $30 million.
Council will now refocus the project back on renewing and upgrading works at the existing site (Bull Millgate Reserve), by developing a masterplan that will consider users, community, volunteers, flood history of the site, future growth of Clunes and how best to provide a high-quality sport and recreation precinct.
Further project funding of $60,000 and 12 months is required to complete the next phase of the project, which will be referred to the 2026/27 budget for consideration. Broad community and stakeholder consultation will be included in this project as it moves forward.
Hepburn Shire mayor Tony Clark said while council is keen to improve Clunes’ recreation facilities, it is mindful of financial limitations and resources.
“As council continues to navigate a financially constraining environment, it is unable to endorse the relocation and consolidation of recreation functions in Clunes,” he said.
“We are committed to ensuring a successful future for the Clunes Recreation Reserve, one that is reflective of our current financial capabilities and resources.”
The council acknowledged the significant involvement and feedback from the Clunes Recreation Provision Feasibility PAG. The PAG will continue to work closely with and inform the project.
“We appreciate the time and expertise of the PAG and Clunes community and look forward to continuing our work with them as we progress the project,” Cr Clark said.
